As a rule AWBS custom functions uses curl to do a telnet like session to the BQ command line,
from that point you would have to call the cmu tools like
/usr/sbin/caddvsite /usr/sbin/cadduser etc an pass the appropriate variables
to BQ and the results back to AWBS. So there are quite a few php functions
you would have to write to cover all the cmu tools that have AWBS
equivalents.

That's a starting point.

The AWBS feature list looks like a good solution to administer and do
billing for hosting services on a bunch of BQ servers, let us know how you go.
