I don't know, I think the idea is that only HTTP 
bandwidth is limited on a per-site 
basis.  mod_cband makes this stupidly easy, GUI or not.

Of course, if there can be an easy way to limit 
bandwidth by specific parameters (protocol, port, 
etc.) via the GUI, I think I'd be all for it then.
