When installed, Tomcat is enabled and active. There is no way to enable or disable tomcat globally - people are welcome to make a handler to 
start/stop tomcat. However, you are able to enable JSP + Servlets on a per site basis.

This update only corrects one minor typo and enables JSP and servlets to be monitored in Active Monitor.
