There has been a thread a while ago in the ML regarding enabling caching dns
on BQ.
AFAIR, the logic was that BQ has to answer ONLY about hosted domains, none
other.
Another reason not to enable it was conflict with some RFC that doesn't like
SOA servers be caching, or something like this (this has been alerted by
http://www.dnsstuff.com check)
