It gets overwritten, or disabled by default in proftpd.conf

Adding 'AllowStoreRestart on' somewhere in Global and restarting xinetd
fixes it.

Btw, Hisao, Brian, I understand that proftpd updates from BQ repo.
If so, maybe some tweaks like this in config could be defaulted?
