I looked at both the ssh_config and sshd_config files but I did not see
anything in there that made sense.
Anyone else know if I need to do something to allow end users to sftp or do
I just need to enable ftp access (which I want to avoid)?

Possibly you need to enable those users in the
/etc/ssh/ssh_config
or
/etc/ssh/sshd_config
I am not actually familair with the sftp for end users.
