I ve seen this with quota problems,
Maybe you get past the site quota even inf users quota is OK, Also, gigantic
mails take more time to process and eventually time out

Subject: [coba-e:08513] Openwebmail CGI error
I posted this last week and someone suggested to remove and re-install the
Openwebmail package. I did that today and the problem persists. It seems to
be related to those users with very large mailboxes, over 50MB or so.
For some users, I receive the following error when accessing openwebmail. We
have the openwebmail 2.51 package from Nuonce.net. This only happens for
some users, even some other users in the same site can login with no
problem. For the problem users, it will sit at the credits page I assume
building caches, then the error:
The server encountered an internal error or misconfiguration and was unable
to complete your request. Your administrator may not have enabled CGI access
for this directory.
Anyone know what causes this to happen?
