I was just looking this up, wouldn't using zen.spamhaus.org instead of 
sbl-xbl.spamhaus.org block travelling users using the submission port from 
dynamic IP's?

I know Spamhaus want to push their latest product but I can't see them 
realistically turning sbl-xbl off.
