Try


makemap hash /etc/mail/access.db < /etc/mail/access
makemap hash /etc/mail/virtusertable.db <  /etc/mail/virtusertable

See if any one of them gives you an error (like duplicates).
If it does, fix it manually, run the makemap commands again.
Then test the GUI again.
