Try the steps below:
1. disable it
2. remove the content of the site.
3. run
/usr/local/bin/fix_frontpage_perms.pl
4. run
chmod 755 /var/log/httpd
5. Enable the FP extensions in the GUI.
6. Close FrontPage and All IE browser windows.
7. Start IE and or FrontPage and try opening the site using FrontPage.
