Yes we have done several migrations from Raq4r to CBQ.

The CBQ servers seem to have 
[root@demo sausalito]#  rpm -qa | grep perl-Compress
perl-Compress-Zlib-1.34-1

I don't have a RaQ4r running at the moment for testing.
Maybe verify your RaQ4r has all the Cobalt patches.
