A little more on this ... restarting sendmail stops disabled mail users
sending mail from OWM but they still receive mail.

I'm using Brian's MailScanner package on this, so maybe that has some
influence although I cannot see how.

Same bug as having to restart sendmail after adding a user to get the
email working I reckon.
