When I performed a YUM update today it appears my sendmail.cf file was 
replaced with the default sendmail.cf file rather than a BQ version.

This had the affect of not allowing any users to relay email. Once I 
discovered it was the sendmail.cf file not having the popip.db stuff I moved 
a sendmail.cf file from another working box and things are working again. 
However any idea why this would have happened?
