The file ownership / permissions on my systems are below:
-rw-r--r-- 1 root root 903 Sep 28 08:38 access
-rw-r----- 1 smmsp root 12288 Sep 28 08:38 access.db

-rw-r--r-- 1 root root 1379 Mar 28 2006 aliases
-rw-r----- 1 smmsp smmsp 12288 Sep 28 08:36 aliases.db

-rw-r--r-- 1 root root 73711 Sep 28 08:38 virtusertable
-rw-r----- 1 smmsp root 176128 Sep 28 08:38 virtusertable.db
-rw-r--r-- 1 root root 66606 Sep 28 08:38 virtusertable.owm

The permissions on the mail directory itself are:
ls -ald /etc/mail
drwxr-xr-x 3 root root 4096 Sep 28 08:38 /etc/mail

I am not having any problems.
