A customer of mine has a special request

he want to have 1 domain with 2 users
One user is able to download and upload files uploaded to/from the ftp 
server
the other user who is uploading is able to see what is uploaded but 
cannot download.

How can I achieve this with the ProFTP on the BlueQuartz?
