How about saying you will close the competition six weeks after getting a fixed number 
entries. Say six or ten?

Then how can you announce a winner? :)  Every OSS theme contest has had a 
closing date.  Hence it is a contest.  If someone would contribute after 
it is "closed", it doesn't mean they won't have the ability to have their 
skin included.  It just means they wont win anything.
