As detailed by Larry had to 

 Started delivering all mail to $HOME/mbox vice $HOME/mail/inbox so even
though mail was coming in and being "delivered" to the user, they were not
seeing it through dovecot.  Edited the /etc/procmailrc file and changed the
parameter for ORGMAIL to be $HOME/mail/inbox and that part started working.

Also no getting in mail log

And also have application  where we pipe mail to an application ang get the
