Check out /etc/sysconfig//netwrk-scripts
There are cfg files there. I thing you can add an option something like:
ETHTOOL_OPTS="autoneg off speed 100 duplex full"
I hard set a NIC once but I forgot exactly how I did it but I know it
was along these lines.
