Well, it appears that quotas aren't actually enabled.

[root@bq1 log]# quotaon /
quotaon: Mountpoint (or device) / not found.
[root@bq1 log]# quotaon /dev/md0
quotaon: Can't find mountpoint for device /dev/md0
quotaon: No correct mountpoint specified.

I'm going to reboot the box later tonight in single user mode and run 
a quotacheck on it.
