That pop message comes from your AVG Antivirus
(+OK AVG POP3 Proxy Server 7.1.371/7.1.394 [268.10.7/410]),
It is not the server answering there, try another machine or disable email
protection from AVG,
If pop3 is disabled... most likely you are using dovecot, or you disabled
POP service from your User interface at:
Network Services - Basic (Uncheked- Enable POP Server),
Also check for a pop limit service on your logs (var/log/messages) at the
time where you had trouble.
In such case you can increase the Maximum POP Connection Rate on the User
interface mentinoed before. We use 200 there (we have a p4s with 2 gb of
ram)
Whenever pop3 service shuts down User interface sends an email with anotice
about pop3 service being down. Check for that too..

your /etc/xinetd.d/pop3 shows that you don't start qpopper through xinetd
(disable = yes).
However, your telnet command shows that there is a pop3 daemon answering
(supposed you really hit the right machine with your telnet command...).
Also the answer does not look like the answer of in.qpopper.
What pop3 service do you have????
Also, if you did the telnet command
a) to the right machine and
b) exactly at that time while the machine was not responding to pop3 clients
otherwise, then it will not be a problem of the pop3 daemon to be started.
You should not enable (by disable = no), because that will not work, because
in that case two processes will try to listen to incoming connections on
port 110.
First you should know which process actually takes care of your pop3
protocol.
With a root shell: what is the output of lsof -nP|grep -n TCP|grep 110
(in case you don't have the command "lsof", then do a yum install lsof
beforehand)
