That's strange... Ehm... Do the other domains have a different IP?
The only thing I can think of is that port 110 (POP3) is only binding to that 
IP then, and not to another. Strange indeed...

Try:
netstat -lpn | grep 110
What does that give you?

Have you tried a reboot?
/etc/xinet.d/pop3
What does that read?
