According to: William J.A. Brillinger
Change default character set for apache - FIXES SPECIAL CHARACTER PROBLEM
        pico /etc/httpd/conf/httpd.conf

       FIND:   AddDefaultCharset UTF-8
       CHANGE TO:      AddDefaultCharset iso-8859-1
