I have seen this problem too.  It seems to usually happen to me after 
I delete a site.

I remember there was something posted here before regarding fixing 
the quota.  Do we have some kind of FAQ/Wiki?

Hisao, do we have some kind of trouble ticketing system so that we 
can all see the current issues?  It would be good if we have some 
kind of bug tracking solution.  Perhaps you already have?
