I've also seen preformance issues with POP3 service. I made two changes from suggestions from this list, one to xinetd.d/pop3, and one to pam.d/pop3.
xinetd.d/pop3
server_args = in.qpopper -s -S -R
pam.d/pop3
#auth required /lib/security/pam_pwdb.so shadow nullok
#account required /lib/security/pam_pwdb.so
##opt. auth
auth required /lib/security/pam_stack.so service=system-auth
account required /lib/security/pam_stack.so service=system-auth
With POP3 going directly to pwdb, it would somehow flake-out, and then there would be ghosted in.qpopper processes still running so new POP3 would not spawn. Eventually, this would slow down authentication to other services (ftp, ssh), if not corrupting the database, then needing some db_recover/db_checkpoint work to clean-up.
For over a month now, there has been no issues with POP3. The server is up over 800+ users now, with extremely high usage during 8 hours a day. Today the server averaged 60-90 POP3 logins per minute during these 8 hours.

qpopper in standalone mode by default will definitely be a good thing

I agree that dovecot is better than qpopper and imapd.
But, qpopper is required by APOP service, then I release qpopper.
If we allow not to use APOP service, I replace dovecot instead.
But, I think that it is difficult to replace for 5100R and I will choice dovecot for next BlueQuartz and remove APOP service.
I will rebuild qpopper package as standalone mode for this issue.
