We was checking that, and with 700 users, we cannot pass the 1024 pop3
connections. The system always put the 1024 back on /etc/xinetd.d/pop3
(CentOS 4.3)

Any other way to work this around?

or you can recompile qpopper as a standalone service
without xinetd


your problem is xinetd temporary stop accepting connection
after threshold value is reached.

hmmm... maybe setting some high numbers for no. of connection like: 9999 
will help
