Well, technically your correct, but in practical usuage it depends on your 
registar.

I own a few domains that have a single IP for both Primary & Secondary. 
They point to my cable modem at home.  Kind of stinks, but I have a DHCP 
address attached to that bad boy.  Luckily it hasn't changed since I got 
it (knock on wood).

but I set mine up like

ns1.domain.tld => 1.1.1.1
ns2.domain.tld => 1.1.1.1

I use GoDaddy.com as my registar, and they dont seem to care one bit!

So, in short, it is possible to have a Primary & Secondary DNS server that 
share the same IP address.

It isn't recommend though.  Nor is it recommended to have them on the same 
network either.

Recommendations though are made to be broken!
