I take it by posing that as a question, you are not sure? I looked at the
two php.ini files on my machine, one in /etc/admserv and one in /etc. The
one in /etc/admserv had this include_path:
include_path = ".:/usr/sausalito/ui/libPhp:/usr/sausalito/ui/web"
The ones in /etc.php.ini were commented out. But this problem occurs on
either instance of the secure or non-secure web server, either in the admin
GUI or just the standalone plain web server. All the files are owned by
root, but that doesn't seem to bother other web files run under the GUI.
There are several software providers on this list who charge to install
phpMyAdmin under the GUI who I suspect have encountered the problem before,
but I don't suspect they are going to tell me how to fix it. Doesn't matter
to me, I'll just leave the damned thing broke.

Different include_path settings in the php.ini file for the two Apache
instances? People usually add .: to the one in /etc/httpd, but don't
modify the one in /etc/admserv.
