(For info, the system is a RAQ3 following along the lines of web.nexband.com
/ www.osoffice.co.uk [StrongBolt])

Following the initial install when opening the 'Site Management' tab. there
is not the virtual site of the base server. Going through the 'Add New
Virtual Site' process to add the base site then fails. 

The specified host name and domain name combination, 'host.domain.tld', is
in use by system.


On previous installs on other systems using the NuOnce CD , the initial
virtual site is always installed by default.

Any suggestions?
