According to the install notes for RHEL3 here:
http://www.openwebmail.org/openwebmail/download/redhat/rpm/packages/rhel3/

It appears I needed to include perl-CGI for CentOS3. This isn't required in
CentOS4. I've uploaded a newer version this morning.
