It  was not a question of swapping: swap io was 0.
There were 384 MBytes main memory in the system, which is plenty unless you have
a memory edacious cced running.
Hint #2 was only meant for people, that have to live with the
current situation and want to import many sites and users. They will
need as much memory as possible.
