Just put something like this in a perl script (one line)

system("/usr/sbin/caddvsite --domain=$domainname --host=$hostname --maxusers=$maxusers
--enable-cgi --enable-php -w 
$domainname,$hostname.$domainname,mail.$domainname   -p -c -s
--quota=$sitequota --ipaddr=$ipaddress");
