Today i again migrated one site
From BQ to BQ
I disabled the settings as mention below
But still the siteadmin wasnt created

I have installed micheal cmu upgrade for compatibility with BO

I think if you  edit the 
/usr/sausalito/handlers/base/user/updateCapabilities.pl

pico -w /usr/sausalito/handlers/base/user/updateCapabilities.pl

And comment out the section below, that will fix it.
