Lots of things do this kind of thing. Mail lists, avspam things....
I think it has to do with the maximum number of files in a directory.
If you're building something that could end up having a lot of files 
then best not to keep them all in the one place because one day....
So spread them out over some directories. The names don't mean anything 
except to the system that is making them. Then they mean everything.
