The broken FTP issue seems to have spread to all our BQ and BO servers!
Even though we had updated all servers we had only been seeing the SMTP/FTP problems on one.
We now have it on all 7 servers.

It is not only in the panel - we are getting complaints from users that the FTP sometimes works and sometimes doesn't - which ties in with our Active Monitor reports:

* The FTP server is not running and could not be restarted.

15 mins later:

* The FTP server is operating normally.

Seeing this about four or five times in 24 hours.
