On a few servers I ended up having to:
rpm -e proftpd-1.3.1-1.Z1.Zeffie.com.BQ4
rpm -ivh
http://bluequartz.org/pub/BlueQuartz/5100R/CentOS4/bluequartz/i386/RPMS/proftpd-1.3.2-1BQ5.i386.rpm
