I am 110% in agreement there and am also shocked that someone would consider 
this.

I am no expert in US copyright laws (don't apply to me anyway as I'm not US 
based) or what "fineprint" or "license agreements" Brian had in the deals 
between him and his clients. 

So I can't give any expert advise on if releasing his PKGs without Brian's 
consent would be unlawful or not. However, I'd consider it highly unethical to 
do so without his permission - same as you do.
