You might want to have your server check "multiple" hosts for updates
My repo:
<quote>
[BlueQuartz]
name=BlueQuartz 5100R on CentOS4 - $basearch
baseurl=http://bluequartz.org/pub/BlueQuartz/5100R/CentOS4/bluequartz/$basearch/
http://bluequartz.virtbiz.com/BlueQuartz/5100R/CentOS4/bluequartz/$basearch/
http://web10a.ecsis.net/bq-mirror/BlueQuartz/5100R/CentOS4/bluequartz/$basearch/
gpgcheck=1
priority=1
</quote>
The second and successive http lines under baseurl are indented one tab.
My understanding is it checks bluequartz.org, then virtbiz, then ecsis.net
(your listing for web10a.ecsis.net is incorrect in yours also).
