This appears to be a BQ issue.

I have many copies of phpBB2 running
All are updated to v2.0.23 (latest)
some require Admin to authorize
General Configuration > Enable account activation > Admin
Works OK on all older installs (v2.0.23).
I install from one master copy.

Now I'm seeing installs to new vsites on same machines not working with Admin activation?

ERROR
Ran into problems sending Mail. Response: 503 5.0.0 Need RCPT (recipient)
