Shutting down sendmail did not have an effect on the import process. 
There were still users with zero byte mailboxes even though in the 
export, they have non zero byte mbox files.

I have examined permissions, etc. to see if there is any difference 
between users that mailboxes import correctly and those that don't and I 
can't detect anything different.
