DOH!!!

What they are saying is literal.  The "install" folder.  Not the folder that
it was installed from.  Got it figured out and all is working.

Nah, don't rename that billing folder or it will break, you have to leave it
the same name as it was installed as it has now recorded the path to the
files in the configuration.
