Ok...I know I sound dumb...Sorry
So I created a folder called "billing". Dumped the contents of the zip file
in there and went through the install (create the database, etc). All that
went fine. Do I have to rename that billing folder?

My install went well, all I did was rename the install folder to
install-dist and it was ready to go. After that you just point you broswer
at http://your.site.name/admin and off you go configuring, it was pretty
painless.
