I had never reached that number before this issue. I had tried to delete
what was site59 and apparently it didn't delete everything. It went
downhill from there. So...

OK, I have done that. I was now able to create the new site. But it is not
allowing me to create a user. It hasn't affected existing users. I can
still log in via FTP under other sites. At first go, I wasn't using a
strong enough password, and it warned me, so I changed to what I thought
would be a strong password for a new user: op9TZi76b9576 (same length and
similar to the p/w I actually used)
I didn't get a warning this time, it just returned me to a blank "Add User"
screen, but this one without the ability to make the user a Site
Administrator. Still no joy in getting a user added.

Tried again after a few minutes, and this time I get a warning:
A user account could not be created because of a system error.
