I think an hour is still too long for email (mailing list).  I preferred to
receive email instantly and an option to read/reply at my leisure versus
waiting an hour.  There might be a topic/thread that users might respond to
quicker and spawn more responses from other users, etc.  Whereas, a delay could
cause users an opportunity to join in the conversation.
