This has also been the case for me.   It has been that way ever since I 
first joined the BQ list.

We actually also host (but do not manage) the server that runs the 
Cobalt list, and it is nearly instant in its turnaround.  If it would 
help, I would be happy to offer our services for hosting the BQ list 
server, no charge.
