From the unix shell, cd into that particular directory and edit/create a
.htaccess file.  It's been a while since I looked at .htaccess file, but...

# cd /vsite/phpmyadmin/
# vi .htaccess (or use pico or whatever editor you're familiar with)

Example:
order deny,allow
deny from all
allow from x.x.x.x
