Simple answer - because email users are REALLY PICKY.

Slightly longer answer - the flags are put in there so you can use some 
advanced rules in your mail processing.  Many of our customers like to 
set up rules in their favorite email program (ie: Outlook... blech... or 
Eudora or Thunderbird or... you name it) to look and see how the message 
is tagged.   They can then sort differently based upon how THEY like to 
set things up.  For instance, some people just want everything because 
they're afraid of missing something important.   Others don't want to be 
bothered by anything potentially spam, so they delete it straight away. 
   The savvy users will tend to use some rules in their mail client to 
sort higher-likelihood spam to a junk folder or flag it with a different 
color.   That's how I roll....  ;)
