I created a virt site. Then I created another one, using the same ip
address. The php software I am using seemed to not work right on the second
site. So, I gave the second site an ip of its own. Cleared the dns cache,
rebooted the server. When I type the address of the second site, I get the
pages of the first site. If I type the ip address, the second site will
come up.

I did change the dns server to reflect the change and flushed its cache as
well.

Your browser also remembers the old dns information.
Try closing all your browser windows then re-open a window.

Or you might double check the dns with
dig (at mark) TheNameserverIP thedomain.com
