Hi I know this seems to be a kernel Problem.

Has anyone seen this before.

A nic on a Supermicro Server simply shut down.

This appeared on messages log.

No conectivity no nothing(hmm), and after rebooting, 

 network_settings.sh was automatically run,

 asked for reconfiguration needed ipaddress again and gateway too

I believe that is a false indication of the service.
Maybe as the localhost can't connect immediately, times out.
But the service is actually running...
Try looking at;
  cat /var/log/messages | grep proftpd
See if you can find the error, where swatch could not connect
