I've transferred sites successfully between servers for many years.  Suddenly I'm having a problem.

I do a nightly export using raqbackup.sh.  So I was trying to import a couple of the sites that were backed up.  Both servers are BQ and both have cmu 2.53

I keep getting this error:

ERROR: Vsite www.sitename.com was not created properly

I've seen this error before, and at first I thought it was just one site that was bad.  But I got it no matter what site I tried to import.  

I had read that this error can occur when there are different versions of cmu.  But I verified from the cmu.log that both servers are running 2.53

The newer server was set up using the Nuonce BQ 4.6 disk.  The older server is over a year old.  Don't know the exact BQ version.

Here is the error message in the cmu.log:
