I'm working on that as part of the official BlueQuartz distribution.

What I want to do is to extend the existing GUI for vsites so that there are 
more options than PHP = enabled or disabled. Like subsituting php_admin_flags 
to /etc/httpd/conf/vhosts/siteX or /etc/httpd/conf/vhosts/siteX.include that 
allow to enable or disable safe_mode on a per site basis, restrict access of 
PHP scripts to only /tmp and the directory root of the vsite and also allow 
to selectively disable built in functions and features of PHP itself.

There'll also be an "advanced" tab to edit the vhosts/siteX.include to modify 
things that aren't covered by default.
